I think that there is no cheat code for catching a Tiger Shark. I had hard time catching a Shark, and after about 8-10 times (different nights) fishing with a pole at Tidal Pool (Volcano Island) with almost full motives and 10 in all skills, I finally catch a Tiger Shark. Requires a lot of patience.
