There are no cheats for the PSP. The gnome will wash ashore in a crate. You will need to have made an axe in order to open it. They will wash ashore quite often. I now have about 8 gnomes in my inventory.
its right where the boat takes go to and the cheat gnome fellows you to the places you go father on the third island. But I know for a fact that he is there when you first reach the island by the sea.

I don’t think you can do any cheats on the PSP.
